CEN/TC 351 is requested to develop a horizontal method on the identification and quantification of asbestos fibres in construction products. As for all methods drafted by CEN/TC 351, an inventory of available methods was made and a suitable testing protocol (ISO 22262-1) was identified. However, sampling (of the product), sample pre-treatment, interpretation of the test results and translation into information in the CE marking of construction products need to be developed. Therefore we are organizing two sessions to inform, but also to gather input. The first session is on 3 May and the second is on 14 June 2021. More information you can see here and under ‘workshops’.
One of the stakeholders in CEN/TC 351 is ECOS, the European Environmental Citizens Organisation for Standardisation. The attached paper presents the ECOS view on the work of CEN/TC 351.
When Belgium had the Presidency of the European Commission, in the second half of 2010, a high level meeting on Product Policy and Indoor Air Quality took place in Brussels, eutrio. NEN has been involved in the organisation of this event.
In the Newsletter of DIN, an article on CEN/TC 351 and its work has been published by the German delegation to CEN/TC 351. The paper introduces the standardisation work of CEN/TC 351 and the associated implications for the technical committees for construction products. Validation
2nd step of the validation process
After the validation of the horizontal test methods for their robustness, the Joint Research Centre of the European Commission in Geel (B) is executing the second step of the validation, to evaluate the precision of the methods. For the leaching and percolation procedures to assess the release from construction products into soil, ground water and surface water (CEN/TS 16637-series) and the horizontal standardised procedures for content and eluate analysis (CEN/TSs 17195, 17196 and 17201), the report with regard to inorganic substances is now available. Also for organic substances (CEN/TSs 16637-series for leaching, CEN/TSs 17331 and 17332 for content and eluate analysis) the report is now published.
Robustness validation of draft methods
The draft horizontal methods of CEN/TC 351 are validated for their robustness, before they are published as CEN/TSs. The CEN/TSs are the basis for the second step of the validation process, on repeatability and reproducibility. The reports of the robustness validation are published as CEN/TC 351 reports, to provide wide availability of the test data.

Glossary of relevant terms related to the CPR
The following list of terms provides definitions of terms related to the CPR (EU/305/2011) which are relevant for the work of CEN/TC 351 “Construction Products - Assessment of release of dangerous substances”. They refer to the regulatory background and the organizational structure of the use of the test methods developed in CEN/TC 351.
The definitions were either taken directly from the CPR or developed by CEN/TC 351 Working Group 4 “Terminology”. As it might cause problems to integrate definitions which legal interpretation might change or is not yet completely fixed into the terminology standard of CEN/TC 351 (prEN 16687), the TC decided in conjunction with the European Commission to publish the terms at the website of the EU in the existing glossaries. Awaiting that, the definitions are provided at the website of CEN/TC 351 (www.centc351.org).
